Anoka County Housing Rehabilitation Deferred Loan:
This zero interest deferred loan is available to owner-occupied, single family
properties in Anoka County. Eligible properties must be at least 15 years old
and meet the estimated market value limit. Maximum deferred loan amount is $15,000
for basic repairs to the home that meet minimum housing quality standards.
Repayment of the loan is deferred until sale of the property, transfer of title or,
in some cases when the mortgage is refinanced. Income limits and other criteria apply.
Anoka County Home Energy Loan Program:
This program provides assistance to owner-occupied households within
Anoka County (except Coon Rapids) to make improvements on heating systems
to reduce energy costs. This program will replace furnaces, boiler systems
and water heaters with Energy Star-rated products. Other eligible
improvements include insulation, weatherization and programmable thermostats.
This is a zero percent loan and will be forgiven in the 11th year after
improvements are made. If the property is sold, transferred or no longer
the principal place of residence within ten years, the recipient shall repay
the loan. Income limits and other criteria apply.
MHFA Fix Up Fund Loan:
This is a home improvement loan for a maximum of $35,000 and a maximum
term of 20 years, with a fixed rate for the term of the loan. Please
contact the HousingResource Center for the current interest rate. The
Fix Up Fund loan is available to credit worthy owner-occupied single-family
homes, duplexes, triplexes and fourplexes. The maximum income to qualify
for the loan is at or below $93,100., and most home improvements qualify except for
luxury items, such as swimming pools. This is a program of the Minnesota
Housing Finance Agency (MHFA).
MHFA Rental Property Loans:
Maximum loan up to $100,000 to finance rental property. ($25,000 for a
single-family home or duplex; $10,000 per unit in a multiple-unit
dwelling.) Interest rate is 6% for up to 15 years.

ReNew Buyer Incentive Program:
offers two options for homebuyers purchasing a foreclosed single-family home. Eligible homebuyers may apply for either of the following:
The ReNew Grant offers a grant of 3.5% of the acquisition cost (purchase price plus rehab costs) up to $7,000 to be used for downpayment when using a FHA 203K Purchase/Rehab Loan, or other approved purchase rehab loan.
The ReNew Loan provides a $10,000 no-interest deferred loan that is forgivable at the end of five years if the borrower resides in the home as their principal residence during the entire five years. The ReNew Loan may be used for downpayment, closing costs or home repairs when used in connection with any prime "A" fixed-rate first mortgage loan.

Circle Pines Home Rehabilitation Loan:
This zero interest deferred Loan is available to owner-occupied, single
family properties in Circle Pines. Maximum loan amount is $20,000 for
basic repairs to the home that meet minimum housing quality standards.
The loan is forgiven at a rate of 10% per year for five years. After
year five, half of the loan is required to paid upon sale of the property,
transfer of title or, in some cases when the mortgage is refinanced.
Eligible households must be at or below 80% of the area median income.

Rehab Incentive Program:
The Rehab Incentive Program provides a cash rebate to homeowners who
complete home improvement projects. Homeowners must apply and sign a
participation agreement for the rebate before any work begins or
materials are purchased. Any projects started or materials purchased
before an application is submitted will not be eligible for the rebate.
The rebate amount is calculated as a percentage of eligible rehabilitation
costs. Homeowners with incomes at or below 115% of the area median income,
are eligible to receive a 10%, 12% or 15% rebate depending on income. The
maximum rebate amount is $3,000 per household.
Single Family Deferred Loan Program:
Properties must be located within the City of Columbia Heights.
Owner occupied single family homes, duplexes and townhomes are
eligible. Eligible homeowners must have incomes at or below 80%
of the area median income. This loan is a dollar for dollar matching
deferred loan for up to $7,500. Only exterior improvements are
eligible. The loan will be repaid with 2% interest upon sale of
the property or title transfer.
MHFA Fix Up Fund Loan:
This is a home improvement loan for a maximum of $35,000 and a maximum
term of 20 years, with a fixed rate for the term of the loan. Please
contact the HousingResource Center for the current interest rate. The
Fix Up Fund loan is available to credit worthy owner-occupied
single-family homes, duplexes, triplexes and fourplexes. The maximum
income to qualify for the loan is $96,500, and most home improvements
qualify except for luxury items, such as swimming pools. This is a

Last Resort:
For emergency repairs. Household income must be 50% AMI or less. $3,000 grant.

Ramsey County Deferred Loan:
This zero interest loan is for owner-occupied, single family properties in Suburban Ramsey County.
Maximum loan is $15,000 for home improvements necessary to meet minimum housing quality standards.
Eligible properties must be at least 15 years old and meet the estimated market value limit.
Condominium and townhomes are eligible for interior repairs only. The loan is divided into two tiers:
Tier One - Low Income Households:
For households with a gross annual income at or below 50% of the
area median income. The loan is forgiven at a rate of 10% per year. The loan is completely forgiven
if the home is not sold and title is not transferred for 10 years after receiving the loan.
Tier Two - Moderate Income Households:
For households with a gross annual income between 50% and 80%
of the area median income. Repayment of the entire loan is deferred until the house sold, title is
transferred or in some cases the mortgage is refinanced.

The interest rate is 6% for up to 15 years. Property owners must certify to
meeting the Minnesota Housing standards of renting 75% of the units to families
whose gross annual household income does not exceed 80% of the statewide median
income as determined for a household size of four, not adjusted for family size,
by the U. S. Department of Housing and Urban Development.
MHFA Rehabilitation Loan:
This zero percent deferred loan is for up to $15,000 to make permanent repairs to
owner-occupied homes. Eligible properties include single-family detached homes,
duplexes, condominiums, townhomes and mobile/manufactured homes. Household gross
annual income must be at or below 30% of the area median income. The loan is
forgiven if the homeowner remains in the home for 20 years/15 years for manufactured homes.

Minneapolis City Code Abatement Loan:
If you are in an owner occupant of a property with three units or less,
and have received orders from Minneapolis Department of Inspections to
make repairs, and you're not eligible for other loans available through
the HousingResource Center, you may be eligible for this loan.

This loan is a 0% interest, 20-year loan for financing up to $15,000 for
permanent repairs to the home. The loan is deferred so homeowners have no

Revolving Loan Program:
A 3% interest loan for a maximum loan of $10,000 and a maximum term of
ten years is available to owners of owner-occupied single-family homes
or duplexes. Seventy-five percent of the loan funds available are
reserved for homeowners earning below the area median family income,
and 25% are for those at or above the median family income. Exterior
and interior improvements, such as painting, fences, roofs, plumbing,
electrical and permanent landscaping, qualify for these loans.
Deferred Loan Program:
A 0% interest loan for a maximum loan of $6,000.00. Minimum loan amount
is $2,000.00. Loan term is 10 years. If property ownership is retained
for full 10-year loan term, the loan will be 100% forgiven. Homeowners
must have an annual household income of less than 50% of the Area Median
Income

Hombuyer Assistance:
A $4,000 no-interest deferred loan is available for downpayment and closing costs.
The purchaser need not be a first-time homebuyer. Single-family detached homes,

Homestead Matching Grant Program:
A grant up to $12,000.00 is available for improving exterior and
interior plumbing/electrical, heating/cooling, handicap accessibility,
maintenance and energy costs of homes and garages. Properties with no
more than four dwellings are eligible. There is no income restriction
although applicants with a family income greater than 50% of the Minneapolis
median income must match their grant on a one-to-one ratio. The grant
covers exterior rehabilitation projects on homes or existing garages.
Homebuyer Program:
Up to $5,000.00 available for down payment/closing costs. Eligible
properties must be in the Ventura Village neighborhood. Properties
must be owner occupied. Program can be used in conjunction with other
MHFA programs such as CASA, HAF, ECHO, MMP, etc. No income limit.
Carriage House Grant Program:

Emergency Deferred Loan Program
A 0% interest loan for a maximum of $3,000 is available to homesteaded
and owner-occupied single-family dwellings. The loan provides financial
assistance to homeowners who are in financial hardship and have serious
home repair issues that must be addressed. The loan will be forgiven
after 5 years unless the owner sells and/or moves off the property. If
the owner does move or sell, a percentage of the loan must be repaid.
To qualify for the loan, borrowers must earn at or below 50% of the
area median income.

This program provides financial assistance to cover the
cost of demolishing substandard or blighted property with an agreement that it

minimum design standards and area requirements. Properties meeting funding criteria

Pride in Neighborhood Housing Deferred Loan
Eligible Union Park (District 13) property owners can qualify for a 0% interest forgivable deferred

St. Anthony Village Revolving Loan Program
A 4% interest loan for a maximum of $10,000 and a loan term of 7 years
is available to owner-occupied single and duplex properties located
within the city limits. Owner-occupants of condominiums and townhouses
are eligible. Loan funds may be used for interior and exterior improvements.
Luxury items, such as a swimming pool, are not eligible. Working capital,
payment for owner's labor, debt service and refinancing existing debts are
also ineligible.
Rehab Incentive Program
The Rehab Incentive Program provides a cash rebate to homeowners who complete
home improvement projects. Homeowners must apply and sign a participation
agreement for the rebate before any work begins or materials are purchased.
Any projects started or materials purchased before an application is submitted
will not be eligible for the rebate. The rebate amount is calculated as a
percentage of eligible rehabilitation costs. Homeowners with incomes at or
below 115% of the area median income, are eligible to receive
a 10%, 12% or 15% rebate depending on income. The maximum rebate amount is
$3,000 per household.

term of 20 years, with a fixed rate for the term of the loan. Please
contact the HousingResource Center for the current interest rate. The
Fix Up Fund loan is available to credit worthy owner-occupied single-family
homes, duplexes, triplexes and fourplexes. The maximum income to qualify
for the loan is $96,500, and most home improvements qualify except
for luxury items, such as swimming pools. This is a program of the Minnesota
Housing Finance Agency (MHFA).
MHFA Rental Property Loans:
Maximum loan up to $100,000 to finance rental property improvements.
($25,000 for a single-family home or duplex; $10,000 per unit in a
multiple-unit dwelling.) Interest rate is 6% with a maximum term of
15 years.

Washington County Owner-Occupied Residential
Deferred Loan Program
A 0% interest deferred loan for a maximum of $12,500. The loan is available
to low-income individuals within areas of Washington County who own a single-family
home, town home, condo, or twin home. Income limits apply to this program, and
are at 60% of the area median. For example, a family of 4 would earn no more
than $48,500 to qualify. The loan funds can be used for basic interior and
exterior home improvement projects. Eligible properties must have taxable market
values below the following limits: $212,000 for households of 4 or less & $249,000
for households of 5 or more. Note: All areas of Washington County are served
except Denmark Township, Marine On St. Croix and Grey Cloud Island Township
MHFA Fix Up Fund Loan:
This is a home improvement loan for a maximum of $35,000 and a maximum term

single-family home or duplex; $10,000 per unit in a multiple-unit
dwelling.) Interest rate is 6% for up to 15 years.
MHFA Rehabilitation Loan:
This loan is a 0% interest, 20-year loan for financing up to $15,000
for permanent repairs to the home. The loan is deferred so homeowners
have no interest or monthly payments, and the loan is forgiven after
20 years (or 15 years for mobile homes). Eligible homeowners must have
incomes at 30% area median (e.g. $24,250 for a household of 4). Eligible properties include
single-family homes, duplexes and manufactured housing taxed as real or
personal property. In addition, homeowners with a disability and/or
lead abatement issues can qualify for a maximum loan of $20,000. This
is a program of the Minnesota Housing Finance Agency (MHFA).
West Hennepin Affordable Housing Land Trust
Community Fix Up Fund:
Loans up to $35,000 at a lower interest rate, payable over 20 years. Fees and prepayment penalties apply.
Household income must be less than $93,100. For West Hennepin Affordable Housing Land Trust residents only.
Woodbury
Woodbury First-Time Homeownership
First-time home buyers can qualify for a loan up to $25,000 to use for down payment and closing
costs on a single-family home, condominium, town home, or twin home with a maximum purchase price of
$256,500.
Home buyer’s gross annual household income cannot exceed 80% of the Area Median Income
(AMI), adjusted by household size, as annually determined by the U.S. Department of Housing
and Urban Development (HUD ). In 2009, a family of four can earn up to $64,000. The loan has a
set interest rate fixed at 3% payable monthly. The principal will be deferred until the maturation
of the first mortgage, the sale of the home, the transfer of title or the property is no longer
owner-occupied.
The first mortgage must be a prime/A-rated fixed rate mortgage loan, and the home must be owner
occupied.
Investment properties do not qualify.

Woodbury Foreclosure Purchase Program
Home buyers purchasing a foreclosed property can qualify for a loan up to $25,000 for down
payment and closing costs on a single-family home condominium, town home, or twin home with a
maximum purchase price of $256,500. The property must be in a foreclosed status or in foreclosure prior
to the sheriff’s sale.
Home buyer’s gross annual household income cannot exceed 115% of the Area Median Income
(AMI), adjusted by family size, as annually determined by the U. S. Department of Housing and
Urban Development, but not greater than $90,000.
The loan has a set interest rate fixed at 3% payable monthly. The principal will be deferred until the
maturation of the first mortgage, the sale of the home, the transfer of title or the property is no
longer owner-occupied.
The first mortgage must be a prime/A-rated fixed rate mortgage loan, and the home must be owner
occupied.

Area Median Income (AMI), adjusted by family size, as annually determined by the U.S. Department
of Housing and Urban Development (HUD ). In 2009 a family of four can earn up to $64,000.
The maximum loan amount is $25,000 set at an annual fixed interest rate of 3%. The term cannot
exceed fifteen years.
Owner-occupied properties with an assessed value up to $256,500 are eligible.
Eligible improvements include those that increase the value of the home or remedy a code
violation, address livability, health and safety, habitability, energy conservation or accessibility.
Condominiums and town homes will be eligible for interior improvements only.

This loan is available to homeowners with a gross annual income up to 115% of the Area Median
Income (AMI), adjusted by family size, as annually determined by the U. S. Department of Housing
and Urban Development (HUD), but not greater than $90,000.
The maximum loan amount is $5,000 set at an annual fixed interest rate of 3%. The term cannot
exceed five years.
Owner-occupied homes with an assessed value up to $256,500 are
eligible.
A list of eligible improvements will be provided by the City of Woodbury Sustainability Committee.
Condominiums and town homes will be eligible for interior improvements only.
