Circle Pines Revolving Loan Program:
A 2% interest loan for a maximum of $12,500 and a term of 10 years is
available to owner-occupied single-family houses to complete interior
and exterior home improvements. Townhome and condominium
owner-occupants are also eligible for the program for interior home
improvements. To qualify, the loan borrower must be below 80% of the
metro area median income. Examples of eligible projects include
repairing roofs, improving heating systems or upgrading insulation.

Zero Interest Home Rehabilitation Grant/Loan:
The City of Coon Rapid’s Zero Interest Home Rehabilitation
Grant/Loan is available for home improvements necessary to meet minimum
housing quality standards. Up to 50% of the loan is converted to a
grant over time and the loan becomes repayable only when the home is no
longer the principal resident of the recipient of the funds. The

Rehab Participation Program:
Grants rebating a percentage of the cost of home improvement projects
completed without using NRP funds, will be offered as follows: 35% of
exterior projects and 25% of interior projects. Maximum grant amount is
$3,000. Households may receive more than one grant, but the combined
grants may not exceed $3,000. Grants received in prior programs count

Revolving Loan Program:
A 5% interest loan for a maximum loan of $10,000 and a maximum term of
ten years is available to owners of owner-occupied single-family homes
or duplexes. Seventy-five percent of the loan funds available are
reserved for homeowners earning below the area median family income,
and 25% are for those at or above the median family income. Exterior
and interior improvements, such as painting, fences, roofs, plumbing,
electrical and permanent landscaping, qualify for these loans.

1-3 Matching Deferred Loan Program:
A 0% interest loan for a maximum of $4,000 is available to improve home
exteriors in dwellings of 3 units or less. The loan borrower must match
the loan dollar-for-dollar with their own money. Each year the owner
lives in the property 20% of the loan will be forgiven. The loan will
be entirely forgiven on the 5-year anniversary of the loan's closing
date. The homes can be owner-occupied or absentee-owned. There is no
income restriction on participating in the program, and eligible
projects include repairing doors, replacing windows or installing
security lighting.
Historic Preservation Loan Program:
This program is aimed at restoring and preserving homes in the CARAG
neighborhood built before1930. A 0% deferred loan, forgiven after 5
years is offered for this program, which is open to both owner-occupied
and absentee owners to improve their homes' exteriors. The funding is
divided into 2 loan "pools." The first loan pool has a maximum loan
amount of $25,000 Qualified applicants who are above 100% of the area
median income for Minneapolis are required to match NRP funds
dollar-for-dollar. The second loan pool has a maximum loan amount of
$10,000. Qualified applicants at or below 50% of the area median income
are not required to provide a match. Workshops will be held prior to
application deadline, providing potential applicants an opportunity to
meet home restoration experts and architects to discuss ideas for the
program.

$2,500 - Minneapolis Empowerment Zone Smart Commute -
Mortgage Entry Cost Assistance Program:
Up to $2,500 in grants is available to first-time
homebuyers purchasing a home in the Minneapolis Empowerment Zone.
Homebuyers must obtain a Smart Commute mortgage through Bremer Bank.
There are no income limits and the Smart Commute program provides
highter debt-to-income qualifying ratios and reduced down payment
requirements. In addition, the Metropolitan Council, through Metro
Transit, will offer each Smart Commute Mortgage recipient a free annual
transit pass for the first two years of the mortgage and discounts in
subsequent years. Limited Transit Passes are available, so signing up
early is encouraged. To be eligible as a 'first time homebuyer' you

Folwell Deferred First-Time Homebuyer Loan
Program:
A 0% interest loan is available to first-time homebuyers for assisting
with their down payment and closing costs. Any single-family house,
duplex, condominium or townhouse purchaser may receive this deferred
loan up to $1,500 if purchasing a homesteaded property, or $2,000 if
purchasing a non-homesteaded property. There is no income limit to
participate in the program. No repayment of the loan is required if the
property owner remains as an owner-occupant for a period of 3 years

Sheridan Absentee-owned Revolving Loan Program:
A 4% interest loan up to $15,000 for single-family homes and $30,000
for duplexes is available. The maximum term of the loan is 10 years.
There is no income limit to participate. Eligible home improvement

Sheridan Business Revolving Loan Program:
A 0% interest loan for a maximum of $10,000 and a term of 10 years is
available to business and commercial property owners. Loan borrowers
can use the funds to improve the exterior of their property.
Sheridan Homebuyer Assistance Program:
A homebuyer in the Sheriden neighborhood can get $5,000 deferred loan
to be used toward purchasing their home. The homebuyer must remain in
the home for 6 years for the loan amount to be forgiven, and the
homebuyer must earn less than 80% of the area median income.
Sheridan Deferred Loan Program:
A 0% interest matching deferred loan for a maximum of $5,000 and a term
of 5 years is available. The repayment of the loan is forgiven after 5
years unless the owner transfers ownership of the property. If the
owner transfers ownership before 5 years, a percentage of the loan must

St. Anthony Village Revolving Loan Program:

available, the project is economically viable and approved by the
neighbor group. GMHC will purchase the property and then rehabilitate

St. Anthony West Purchase/Rehab GAP Program:
The neighborhood is making available NRP funds to provide gap financing
for the rehabilitation of existing homes or for new construction. The
Greater Metropolitan Housing Corporation (GMHC) will act as a willing
buyer to homeowners who want to sell their homes; provided funds are
available, the project is economically viable and approved by the
neighbor group. GMHC will purchase the property and then rehabilitate

Homestead Matching Grant Program:
A grant up to $4,000 is available for improving exteriors, handicap
accessibility, and maintenance and energy costs of homes and garages.
Properties with no more than four dwellings are eligible. Townhomes,
condominiums and cooperative associations are not eligible. There is no

Roseville Home Improvement Program
A 4% interest loan and a term of up to 10 years for a maximum loan of $20,000 without
Green Design Incentive and up to $25,000 with the Green Design Incentive. Owner-occupied
single and duplex properties are eligible to make interior and exterior improvements.
Owner-occupied condominiums and townhouses are eligible for interior improvements only.
The House must be at least 25 years old.
The total household income cannot exceed 120% of the current area median income, adjusted
by household size, as defined by HUD. For example, in 2008, 120% of area median income for
a family of four is $97,080.00. Families may deduct $2,500 from their annual gross income
for each child (16 years and under) in the home.
Housing Redesign Program:
The Roseville Housing Redesign Program seeks to encourage the use of good design
when older home are reconstructed. The use of a qualified design professional helps
to create enduring value and aesthetic appeal both to the homeowner and to the

St. Anthony Village Revolving Loan Program
A 4% interest loan for a maximum of $10,000 and a loan term of 7 years is available
to owner-occupied single and duplex properties located within the city limits.
Owner-occupants of condominiums and townhouses are eligible. Loan funds may be used
for interior and exterior improvements. Luxury items, such as a swimming pool, are not
eligible. Working capital, payment for owner's labor, debt service and refinancing
existing debts are also ineligible.
Rehab Incentive Program
The Rehab Incentive Program provides a cash rebate to homeowners who
complete home improvement projects. The rebate amount is calculated as
a percentage of eligible rehabilitation costs. Homeowners with incomes
at or below 115% of the area median income, or $88,205, are eligible to
receive a 10%, 12% or 15% rebate depending on income. The maximum

Deferred Loan Program
A 0% interest deferred loan for a maximum of $20,000. The loan is
available to low-income individuals within areas of Washington County
owning single-family homes. Income limits apply to this program, and
are at 50% of the area median. For example, a family of 4 would earn no
